Tom O'Brien

Tom
O’Brien specializes in arbitration, mediation,
labor-management training, and conflict
resolution. He is currently in private practice
as an Arbitrator/Mediator, and an adjunct
professor for Webster University in Phoenix,
Arizona, teaching negotiation skills. He joined
the Federal Mediation and Conciliation Service
in 1977 as a mediator in St. Louis, following
eight years as Business Manager and President
for the Office and Professional Employees
International Union, (OPEIU), Local 13. In 1992,
he relocated to the Federal Mediation and
Conciliation Service’s Mobile, Alabama office.
In 1995, he was appointed Regional Director for
the agency’s Midwestern Region based in
Cleveland, Ohio. In 1998, he was appointed
National Deputy Director for the agency in
Washington, D.C. where he was involved in
several of the largest and most significant
collective bargaining disputes in the country.
He is a current member of the Arizona Labor
Arbitrators Forum, and a board member of the
Arizona Industrial Relations Association. He is
Past President of both the Gateway and Alabama
Chapters of the IRRA.

Douglas P. Hammond

Doug Hammond, a native of
the Buffalo, New York area, is an
Arbitrator/Mediator currently in private
practice with offices in Goodyear, Arizona and
Seattle, Washington. He is listed on the Federal
Mediation and Conciliation Service’s, State of
Montana and State of Oregon rosters of
arbitrators. Building on his 35 year career as a
neutral in conflict resolution in the workplace,
Doug specializes in labor arbitration and
mediation in unionized settings. In 1975,
following four years of service as
Labor/Management Field Examiner with the
National Labor Relations Board, Doug joined the
Seattle office of the Federal Mediation and
Conciliation Service as a Commissioner of
Mediation. As a federal mediator, Doug mediated
a number of significant labor disputes in
industries such as aerospace, healthcare,
hospitality and newspapers. In addition, he also
mediated disputes involving public and federal
sector labor/management groups. In 1995, he
served on the Task Force for the Future of the
Federal Mediation and Conciliation Service, a
group charged with recommending organizational
changes to the Director. During his tenure with
the Federal Mediation and Conciliation Service,
Doug was chosen to represent the agency and the
U.S. Government in assisting the burgeoning
labor/management systems in both Hungary and
Panama. From 1977 to 1996, Doug served as an
adjunct professor in the Graduate School of
Business and the Institute of Public
Administration at Seattle University. He holds a
B.S. in Management from the SUNY at Buffalo, and
a M.S.I.R. from the Institute of Industrial
Relations, Loyola University, Chicago. He was
elected as the President of the Arizona
Industrial Relations Association for 2007, and
is a member of the Arizona Labor Arbitrators
Forum.
